I do not think Creon fears Antigone but rather the mindset that she represents. She represents defiance, hope, and also threatens Creon's legacy as a ruler. In Creon's eyes Antigone represents the idea that he is not the highest authority and his power over his citizens is questioned. Furthermore, if a woman can disobey a law set by the king himself then why can't others also do what they want? Antigone's disobedience can be seen as the beginning of the complete destruction of the hierarchy Creon wishes to exploit.
